Marriage Certificate attestation


In some jurisdictions a marriage certificate is the official record that two people have undertaken a marriage ceremony. In some other jurisdictions, a marriage license serves a dual purpose of granting permission for a marriage to take place and then recording the fact that it has done so.
Attestation of the Marriage Certificate is required for getting a Family visa in the Middle Eastern Countries like UAE, Saudi, Kuwait, Oman, Qatar and Bahrain.
Procedure
  • Attestation from country where the marriage was solemnized.
  • Attestation from country where the family visa is being applied.
For example, if the marriage were solemnized in India, then the marriage certificate would first have to be attested in India by the concerned State’s Home Department, followed by the Ministry of External Affairs, New Delhi.
Now if the family visa is being applied for in UAE; the attested document from the MEA would be attested by the UAE Embassy in New Delhi and finally by the Ministry of Foreign Affairs in UAE. The procedure is the same for all the countries in the Middle East.
It is mandatory to get the marriage certificate attested/apostilled, in case the couple wishes to live together in a foreign country as this attested document is proof of the marriage being legalized by the country of origin. Marriage certificate attestation is required to get a suitable family visa of UAE, Kuwait, Oman, and Saudi Arabia etc. For countries like UAE, there is a salary scale requirement of AED 4000 to be eligible for family visa whereas in Saudi Arabia there is no such requirement. 
Marriage in the Middle East
For Indian citizens residing in a foreign country, the marriage will be recognized in India , only by the following procedure.
REQUIREMENTS FOR REGISTRATION OF MARRIAGE UNDER THE FOREIGN MARRIAGE ACT, 1969
  1. Notice for intended marriage (4 copies) (Form-1)
  2. Declaration (by prospective bride and bridegroom in duplicate by each) (Form-11) 
  3. Sworn Affidavit (by prospective bride and bridegroom in duplicate by each) 
  4. 4 (four) -Identical passport size recent photographs (by each) 
  5. At least one of the parties must have residence visa of ­­­______(UAE, Kuwait, Qatar etc)
  6. If one of the parties is other than Indian, No Objection Certificate /Affidavit (in respect of individual regarding his/her marital status and willingness to marry an Indian) from the concerned Embassy. 
  7. Three witnesses (holding residence visa of UAE/Saudi Arabia/Qatar etc) with their original valid passports. 
  8. All the five persons are required to appear before Marriage Officer for signatures with their original passport and a photocopy both at the time of submission of form and at the time of solemnization of the Marriage (photocopy required only at the time of submission of form) 
  9. After submission of form, Newspaper advertisement is to be given by the individuals in local English Newspaper as well as English Newspaper in the place of permanent residence indicated in the Passport in India/concerned Country. Text of advertisement is as under:

    Mr.......................................................................................holder of Indian passport No.

    ............................................... and Miss......................................................................

    holder of Indian passport No........................................................intend getting married at

    .................................................under the Foreign Marriage Act. Objections, if any, may be

    conveyed to the Embassy of India within 30 Days. 
  10. All the particulars must be filled in as per the passports.
